Shujaa dropped to the 13th place semifinal after losing 17 -10 to Samoa in the France 7s 9th place quarterfinal in Toulouse on Saturday evening.
Denis Abukuse, having a blinder of a tournament, landed a first half brace to see Shujaa lead 10-0 at the break.
Faafoi Falaniko landed a second half try with Vaa Aprlu Maliko converting for a 10-7 score before Motu Opetai scored the second try for the Samoans with Neueli Leitufia sealing the win for Samoa.
